I am trying to replace the middle console in my 1999 Mitsubishi Eclipse, but one of the wires will not. One off of the cigarette lighter

In the diagram, the top wire is voltage and bottom wire is ground. For your question, the red wire is usually voltage and the black wire is usually ground.

Sometimes they are in the engine compartment due to the higher power consumption delivered (when needed). Modern cars have smaller wires through the dash to lower cost(less copper) and weight.

If you are trying to fix your cigarette lighter did you first check the fuse?

usually the clock fuse is the same as the cigarette lighter

yes you need to lift the console and use a wide jaw pair of pliers to twist the barrel nut off the lighter assmbly

i had the same problem it's a blue 15 Minnie fuse. it run's your clock and lighter also your mires.

check wiring behind each cig lighter or use test light inside the socket

It is fuse #14 in the "under-dash" fuse box. It will be a blue, 15amp fuse.
