The on off light keeps blinking. When I turn power off and on it continues to blink and goes through printing a printing cycle. It then stops and the light continues to blink. When the light stops blinking you can resume regular printing.
How can I get it out of this cycle, it sometimes stays in this mode for hours.

Try the following:
1. restart the printer spool service in by going into the services applet in the administrative tools section of control pannel
2. check if there's an updated driver for your printer:

How many times this standby/power light blinks at one time switch ON? Count it carefully. These blinks are fault indication, and known as blinking codes. From the number of blinks occur at one time switch ON; you can get an idea about the faulty circuit stage inside the TV. This will make repair easy. Here is the procedure for resetting the Toner flashing light on Brother HL-2140 (sources for other answers here and self testing - specific to HL-2140)
Open the front cover and leave open.
Turn the printer off.
Hold the "white button" while turning the printer on. (All panel lights should be on.)
Release the "white button".
Press the "white button" 2 times (Pause, wait for all lights to come on.)
Press the "white button" 5 times. (All lights to come on again, then go out.)
Cancel "maintenance driver" install, if prompted
Close cover.
Power cycle printer.
This will:
reset the toner light (stop blinking)
restore the printing darkness (when toner light flashes, printer prints lighter to save toner)
Usually Sony and LG Blinking Codes are the same. Here is what I have.
Unit is dead, No blinks - Problem in the standby power section. Might check fuse,
Continuous blink once a second, no pausing - No reply from the jungle IC301 (data bus is busy, shorted to ground, or held high), IK video path is defective.
One blink - not used for the self-diagnosis
Two blinks - B+ over current protection (OCP), unit goes to the standby mode then displays the 2 blink fault. Could be a short in the power supply of any of the circuits.
Three blinks - B+ over voltage protection (OVP), unit goes to the standby mode then displays the 3 blink fault. This is also a problem in the power supply circuit,
Four blinks - No vertical Deflection (V STOP), Screen goes to a single horizontal line then the video signal muted.
Five blinks - AKB circuit (automatic kine bias), the timer/standby indicator blinks for about 30 seconds then goes to the self-diagnosis function. Something is wrong with the video. In addition, unit could be in IK blanking, try turning up screen slightly.
Six blinks - No Horizontal (H STOP), no raster, goes to the blinking self-diagnosis function immediately.
Seven blinks - High voltage shutdown. The high voltage has exceeded 33k and the unit goes immediately into safety shutdown. Check power supply regulation and horizontal circuits.
Eight blinks - Problem with the audio (AUDIO), unit goes to standby and blinks the self-diagnosis code.
Nine blinks - Panel Module Error or Thermal Error. If it is intermittent 9 blinks, meaning sometimes the TV comes on and other times you get flashing Make sure the regulator is -12 or -13 (negitive).
Ten blinks - Check Q8014 and Q8013 for shorts, leakage, or bad solder connections on the " D" board. If the transistors are bad, check R8051 and IC8005, also on the "D" board.
One or both print head are defective.Open cover put out color cartridge then close cover.If blinking stops replace color cartridge.If blinking continues put out black cartridge and put in color.If blinking stops replace black cartridge, if not stop replace both cartridges.If this not help your printer need service.
1. Turn off printer (use button, don't unplug)
2. Hold down Resume button and press Power button.
3. Keep holding down Power button and let Resume button go.
4. Press Resume button 2 times then let BOTH buttons go.
5. Green lights will flash and then stop blinking.
6. When green lights are solid, press the Resume button 4 times.
7. Press the Power button and the printer should turn off, if not, press the Power button once more.
One or both print head are defective.Open cover put out color cartridge
then close cover.If blinking stops replace color cartridge.If blinking
continues put out black cartridge and put in color.If blinking stops
replace black cartridge, if not stop replace both cartridges.
