There is no part in this set called a text board. I suspect the person that gave you this information meant the wow board. it is a plug in board that is near the far right of the chassis as you face the back and is about 2" by 4". if you remove this board the and it is the cause of the problem the set will work but will have no sound.

the manual for the tv is available at http://www.tacp.toshiba.com/tacpassets-images/models/MW24FM1/docs/MW24FM1_om_e.pdf
SOURCE: can't find closed caption
I believe page #48 on this link will help, though I am unsure of the type of tv you have. I can only say that I hope this helps. If not, you could try to google your tv and see if you can find an online manual that tells you how to turn on the CC feature. Good luck! Sincerely, Der Strom

U have the tv original remote wright?Yes,look at the tv remote control, look for a button that said CC,push that CC button a few times make sure all CC1,2,3..all to off closed captioning should stop.No CC button on the remote.Go into the tv main nenu look for functions like Text 1,2,3.. and closed captioning 1,2,3... turn it all to off will fix the problems also.

1* Use the CAPTION button repeatedly to select Caption Off, EZ Mute, or On.
* EZ Mute shows the selected captions option (if available on program) when the TV sound is muted.
2* Press the ENTER button to save.
Caption Tips
* Not all TV broadcasts include closed caption signals.
* Sometimes TV stations broadcast four different caption signals
on the same channel. By selecting CC 1 to CC 2, you
can choose which signal you view. CC 1 is usually the signal
with the captions, while Another mode might show demonstration
or programming information.
* Your TV might not receive caption signals normally in the following
situations.
OK.
