If you're within a network and try connecting to computers on it with the WAN public IP, it simply won't work - you must use the network IP. On an external Internet connection, it should connect fine to the public IP. If you have access to an external machine (remote desktop), or if you know of an FTP proxy, you can try it that way. I also believe http://www.webftp.co.uk/ a web based FTP client would act as somewhat of a proxy, you could try that with the public IP and see how you go.

Check your IP address to 192.168.10.1 on the network settings
after that turn modem and VoIP off.
Click on Setup / Manual Internet
Select Dynamic IP under "My internet connection is"
Click on "Clone Your PC's Mac address"
Click on Save settings, if it ask for reboot click on reboot
After the router reboots (NOT COMPUTER), it will take you back to the router.
Once your are in the router, turn the modem on first then the VoIP.
After the modem and VoIP has finish rebootin
Click on the status tab of the router and check uder the "WAN"
Settings and check the IP address. If you get an IP address then check the internet.
If you do not get an IP address Click on Release and then renew.
If you still do not get an IP address click on Advance tab
Click on Advance network on the left and turn UPNP off and save the settings.
After that it should be able to get an IP address and you should be able to get online.

I guess you mean the c350 is not printing while Windows said the job has been sent?
If so, it may have changed IP Address from the time you first install the Printer on Windows. Check the Ports setting of the c350 printer! e.g.
Network Pritners should have Static IP address or at least a reserved DHCP IP Address. Logon to your Router, check the MAC Address of the c350 and reserve/assign it a IP Address near the end of the DHCP range. Save the Router configuration and power cycle the c350. Confirm IP Address changed to the reserved IP.
Then you have to change all the PC's Printer Configuration of the c350's Port to update the reserved/assigned IP. Or remove the c350 from Printers and Faxes, then run the printer setup software again.

let me give you few suggestions and then you can take it from there.
firstly IP camera is just what its name says..it needs a fixed IP address it may be local as in your lan where it is working or a IP address from ISP.
Now when you connect it behind router... it is essentially a camera connected to LAN.
now the problem is DYNDNS.com will give access to your router since that is connected to dynamic IP addressing. However Ip camera is behind router and to access it you need to open proper protocol and port in router .consult your router manual for doing that.
with your current setup that is the only solution. however you can connect Ip camera directly to ISP line and then use dyndns as in case of router. though i dont know how feasible that will be for you.you have not mentioned IP camera model so cant help with specific details.
