When i power up i get message use new ac adapter or reinsert than it powers down but the battery is charged

Check the Power Adapter and Outlet:
Ensure that the AC power adapter is securely connected to both your laptop and a functional power outlet.
If your laptop has an AC power indicator light, make sure it's illuminated. If not, try a different wall outlet (avoid using a power bar) .

Battery Charge Stops at 60%:

If your Sony camcorder displays a tape transport or mechanical error code always try resetting the camcorder. The camcorder will not always display an exact error code. Sometimes you may see an error message such as, "Reinsert the cassette", on the LCD screen. This is the camcorders way of saying, "Take the tape out and try again." Try reloading the same tape as well as a new tape. If the camcorder is still going into error this means it is time to send it in for service or repair.
The camcorder may also sometimes display a "Reattach Power Source." This is the camcorders way of saying,"Try resetting my system,so I can try again." Many people mistaken this error and think they have a problem with the battery or ac adapter. This is not true and has nothing to do with your battery or ac adapter. Reset the camcorder by removing the battery or ac power, wait 10 second, reapply the battery or ac power. If the error reappears the unit needs to be serviced or repaired.

It most likely needs a new battery, but you could try giving the battery a full charge first:

1. Power off the laptop and disconnect the power adapter.
2. Re-seat the battery (remove/reinsert)
3. Reconnect the power adapter and let it charge overnight. (6 hr+)
4. Disconnect the power adapter.
5. Power on the laptop (run under battery power only)

If it doesn't boot up and shuts down immediately, it's probably time to see about a replacement battery.

Remove the battery from the computer.
Confirm the battery contacts are free of any foreign material that may prevent charging.
Reinsert the battery into the computer.
Verify that the AC adapter cord is properly connected and plugged directly into a known working AC power outlet.

NOTE: If the battery charges correctly when the AC adapter is plugged directly into an AC power outlet, but not when plugged into a power strip or surge protector, the problem is with the power strip or surge protector and not the computer battery or AC adapter.

Verify the correct AC adapter is being used.
Ensure the AC adapter box power light is on. This will be an illuminated green light.
If the AC adapter power light is not on, the AC adapter and power cord will need to be replaced.
Verify the charging indicator is illuminated on the computer.

I had the same problem. This procedure from the "Technical Questions" section of http://shopdelphi.com/consumers/support/faqs/myfi/ worked for me:
"My MyFi won't power up, how do I reset it?
To reset your MyFi, start by turning the receiver off and removing it from its (car, home, audio system) cradle. Then remove the back cover and battery. Using a small paperclip, press the reset button located on the top left corner of the battery compartment. Now plug the AC power adapter into a wall outlet and plug the power port directly into the bottom of the MyFi (battery stays removed). Wait 10 seconds and listen for a beep. After you hear the beep the message "insert battery" will appear. Cycle the MyFi to ensure it powers up and powers down. If the power cycle is normal, then turn off the MyFi, unplug the power adapter, and reinstall the battery. Re-plug the AC power adapter directly into the bottom of the MyFi. Wait 10 seconds and listen for a beep. After the beep you will see the message "battery charging". Leave the MyFi plugged in until it's fully charged. You will see the message "charging complete" displayed. After the MyFi is fully charged, turn it on and reset to the factory defaults. Unplug the MyFi from the AC power adapter and using the battery power leave it on until it fully discharges (approximately 2-5 hours). Hi, Shutdown the system , and disconnect the battery from the laptop.Also disconnect the Ac adapter. There is a button the battery , press and check if there are any light the glow on the battery. If there are no lights that glow the battery is dead.
Press and hold down the power button for 10 sec. after removing the battery and the Ac adapter Reinsert the battery and connect the Ac adapter 1.Power on the system and tap on f2key slowly five to six times on the Dell logo screen 2. You would enter the blue screen 3. Using your down arrow key, go to the option that says battery info or battery health . Check if there are any error messages on the same. If the battery is not detected you would have to replace the battery
** Note ** normal life expectancy of the battery is one year.

When you received the system as out of the box and you get this message "The AC power adapter wattage and type cannot be determind" let the Dell tech service know that they sent you a wrong or incorrect type of AC Adapter.
If this message not was not appearing before it just happened recently try to download and install the latest BIOS version from the support site.
If all fails remove the batt and check if laptop can work with AC adapter alone, because issues like AC not determine may not charge the battery and laptop may not work with AC as well, maybe laptop is already running on battery power.

First of all, what I'm about to tell you are general troubleshooting techniques - I make no claim that they will fix what you describe, but they may help lead you to a solution.

1. Unplug the AC adapter and remove the battery
2. Plug in the AC adapter and attempt to power on the laptop
3. If it doesn't power on, see #6 below. If it does power on, but doesn't boot the OS, restart - pressing [SPACE] as the first Windows splash screen appears. When prompted, choose to delete the hibernation file and start a system boot.
4. Shut the system down, disconnect the AC adapter, reinsert the battery, and attempt to power the laptop. If it doesn't start we know, at the very least, there's a battery problem.
5. Plug in the AC adapter. If it shuts down immediately, or won't power back on after a shutdown. . .
6. . . .there's a problem with the system board, probably the ciruitry associated with charging the battery.

It was a problem in ac adapter. I tried to plug in the ac adapter into the machine turning 90 degrees each time and at one specific position it turned on and battery also started charging.

Your battery not able to hold a charge is a bad battery.
