first connect the blutooth device then you must turn on the make this active/dicoverable or and search for any bluetooth devices in both the bluetooth device and your computer the blutooth device should automatically search for any devices or you might have to do it manually click start click on my computer you will see your c:drive cd/dvd drives and any usb drives and you might see your bluetooth device

Try to delete the upper and lower filter from the registry

it seems like you do not have the drivers. use windows update to update all drivers automatically

check your device manager if there s any yellow question mar or exclamation point and check the desription of that device. If no question mark it means that you dont have any device driver needed to be installed, there might be a specific bluetooth device that is added on your Bluetoooth Devices that is not on. Go to bluetooth devices then remove it ffrom the list,

Here you go. Just enter your full laptop model number, and you will find all relative drivers.

If you are using the Preinstalled version of Windows using the Recovery Disks or Recovery partition, you should be having the Bluetooth drivers.
