Audio stutters or freezing can be caused by more than a few things. Your computer may not have enough RAM - in which case, install more RAM. If you're running fifty things at once while trying to listen to music, that may the issue.
Sometimes an incorrect driver can be the cause. Go to the dell website and update your audio driver for your specific model.

Stuttering videos on you tube

It's because the video isn't downloading fast enough. When a video starts playing just hit the pause button ( || ) and do something else for 2 or 3 minutes or so. When you come back, you will see that the red line has advanced most if not all the way to the right. Then hit the play button ( > ) and your video will play without stuttering or freezing.

you need to have your engine timing checked by a GOOD MECHANIC its probably out of correct timing range/ have the fuel supply/ filter or fuel pump function checked as well. your engine might be stuttering due to less fuel it could burn.

Does this happen to ALL your DVD's that are played? Is this just ONE or TWO disks, Check if there are scratches on your DVD's, also check your DVD player's laser reader, see if it is failing, I'd do that the safe way and have an authorized repairman analyze it, doing it yourself could cause permanent damage (or blindness) to your eyes. Also, use an aerosol based dust remover, (if you have any dust). But turn your Carbon Monoxide detectors OFF or they will chirp constantly, If they are built into your Alarm System. Stuttering during audio playback in Sonar

The stuttering is caused by excessive CPU usage, in other words: you have too little CPU power to play the file with the inserted synth smoothly. You could try inserting a different synth or play with the rendering-options of the synth (like disabling aliasing, etc.) or increase the audio buffer size (under audio options ?), but the only longterm solution is upgrading to a much faster computer.

Even when you find some tweak which lets you play the file (just) smoothly, adding another effect or synth is likely to cause it to stutter again, since your computer doesn't meet the official (!) minimal requirements for running Cakewalk Sonar 6, which is at least a Pentium 4 1.3GHz computer (and you have a 1.0GHz computer).

I would recommend upgrading your computer to something which at least meets the "recommend requirements" of Cakewalk Sonar 6, which is a Pentium 4 2.8GHz or newer (like any Intel Core 2 system), when you're serious about composing music.

What sutters? The scanner sutters? Watch the scanner where the bright light is see if that is suttering, mite have dust on the "home" sensor for the scanner so the scanner motor does not know where the scanner is

Web cam freezes and voice stutters

have you set cam up with skype follow these instructions let me know if it solved

Go to TOOLS, then OPTIONS, and click on
Audio Settings
and set the Microphone and Speakers
to the computer Audio Card.
Then click on the Video Settings.
The camera if installed properly
will come up and show a picture.
Then on the bottom of the page click on Save.
