Sorry but your best bet is to take your car to a qualified repair shop > The locks going crazy is more then likely a BCM - body control module problem , same with not being able to put the car in gear. There are probably DTC'S - diagnostic trouble codes stored in the BCM . You have no idea of the level of complexity of your vehicle , It could be a door ajar switch in put to the BCM . A software problem etc...
Pretty sure you have a dead battery. The radio and lights may come on, but if the capacity to start is not there, the starter will not turn. There is no such thing as a locked starter, as you describe.
