It sounds as though you want to move some desktop items from the upper area of your screen to the lower are where they will be more easily seen and clicked. If that's the case, point your mouse directly upon any one of the icons, then press and hold down on your right mouse button while dragging the icon to where you want it. Release the right mouse button and click to choose "Move here" from the pop-up menu that appears.
You just move the icons where you want them. Maybe you are saying your can't see all your icons. if that is so, go into the display under the control panel and change your screen resolution. The higher the resolution, the smaller the icons and more will appear on the display.
