SOURCE: IBM Thinkpad T21 doesn't boot from CD-rom
Check the following:
1 make sure that the cdrom is okay. if not sure then try cleaning the cdrom lense which can be found in the cd tray,
2 make sure that the cd disc you are trying is a bootable one

put F1 or F2 when you boot up, go to BIOS see if you set the HDD, dvd drive good, or disable...........
check this 1st.
if possiable get a external dvd/cd drive for testing

please try to remove the connection between motherboard and vd/dvd drive.
then perform the previous steps.

Yes fuse/diod, but you'll have to take board out.
To take cd out you'll need to stick pin in the small hole on cd drive's bezel.

if u can boot from CD rom without ur HD then ur booting is OK. BIOS has nothing to do with ur HD booting.....it's just that the machine starts from BIOS 1st...then looks for the HDD to load the Win boot files..else it goes to CD rom for the boot files...and so on...
check that the boot from HDD sequence is not disabled in BIOS.
keep this boot seq
1 CD ROM
2 Floppy
3 HDD
4 USB HD
try this...1st
disable all 1 to 3 in above seq
connect a USB cd rom drive or a USB pen drive
ensure that ur Win disk is either in the USB CD rom drive or Win install files(copy of Win CD) are in a USB pen drive check if it boots from the pen drive....
after you boot....
connect your HDD now check if it can recognise the HD....else we can work on plan B
