My Dell Ultrascan P990 19in CRT is getting dimmer. This is not an issue with my PC as the problem happens when hooking the monitor up to other PCs as well. Cycling power and using the monitor menu options does not help.

Tell me the make and model no. of your computer so i could get the drivers for you.
But before you send it i want you to make sure that you do not have the drivers
Which you can check in device manager if you would have the drivers in device manager than you can go to control panel and the Sound and devices than your can change the sound device in audio TAB and get your issue fixed.
Check your VGA connector (from monitor to PC), namely the pins in the connector. It's pretty easy to bend a pin, so that it doesn't make the connection. If you happen to do this to the connection present pins, then the monitor won't know that it is connected and will just display the message you are seeing.
