Assuming you are on XP go to the HP website and download 'synaptics touch pad driver and install again, to see if the problem is corrected. click below:

Sounds like your touch pad is flakeee
Try disabling the touch pad and use an external usb mouse.
Sometimes removeing and reinstalling the touch pad drivers resolves the problem.
Remove any devices from your USB ports and reboot. Check your device manager for errors and flaggs
this may be unfortunate, but it's plain and simple. Either SYNAPTICS POINTING DEVICE which can be found 'C:\Program Files\Synaptics\SynTP' on your laptop i corrupted or infected, or your touch pad is buggered. Next time you try scrolling on the touch pad, also push down (really) hard on the touch pad(kind of like you're squeezing the player). Keep doing this, and you may get it working. I've dropped mine a few times, and this push/squeeze/scroll seemed to work.
