sounds like a Phillips or magnavox that has bad CRT coolant which needs replacement. If so you can get the Phillips CRT coolant repair kit from www.tvrepairworld.com it comes with instructions and the coolant for all three CRts,
On the RCA - Color Wheel Encompass Parts Distr look up online or call them 1-800-638-3328 Other TV could have Bad capacitors pull back off if any of the caps are puffed up on top then they are Bad 1000uf 16v , usally find 2 or 3 bad
If the picture tube is bad (no likely), then the set is not worth repair. If you have no picture, it could be as simple as a bad horizontal Output Transistor or other simple component. In that case it would be relatively cheap to repair. If the picture was good before it stopped, perhaps it is worth the estimate charge at a local shop to find out the problem. Unless it is an obscure failure, the parts to repair it should be available generically and inexpensively.

I encountered the same problem with a color computer monitor several years ago. Everything went green. The repair techies told me that's a sign that the power supply is going bad. You will not be able to adjust the color. You will have to either fix it or replace it. Hope this isn't a common problem with this model Samsung TV.
This may be a bad crt or picture tube. Take a good look at the picture when it's on and see if it has a pinkish or greenish tint. This is easiest to see if you turn the color adjustment all the way down. If it looks like the tint is green or pink and the focus isn't great then it's probably a bad crt. Not worth repairing if its the tube.
John, bad news, short in picture tube, not cost effective to repair, even if it was the tube is no longer available for that age set, the bright side is it doesn`t owe you anything at 15-16 years old, too bad the "new tv`s" don`t last that long, hope this answers your question, BMW Rider
