HI, Joe !
You probably have a short somewhere. Where?
Possibly in the High Voltage circuit.Maybe the horizontal out put circuit.
This is a common signal, especially RCA's, that there is a heavy load on one of the power supplies--- like a shorted transistor or ?

Thats usually caused by failed power capacitors CP150, CP120 and CP114 you can get the RCA CP150 CP120 and CP114 re[pair kit from www.tvrepairworld.com which comes with instructions. That will usually solve the 3 flash issue.
That could be caused by the CP150, CP120 and CP114 capacitors on the deflection board. Very famous issue. You can get the RCA repair kit by that same name from www.tvrepairworld.com which has the capacitors and the CD with repair instructions
Your TV is overheating.. easiest remedy is to point a fan at the back of the TV or... clean the inside of the TV, Im sure its full of dust and stuff... this prevents air circulation inside the TV thus creating more heat...
Ck capacitor cp150 2200uf 16 volts if bad 2 more in same circuit also needs to be replaced 220uf 35v.ck second ribbon connector on deflection board make sure it is in correctly,or set will not come on.
ok lets begin... shut off? ...is the set staying off. NO POwer at all.. does the set try to come on. does the set have a blinking led on front. have you tried unpluging then waiting 30 min then trying to turn it on again.. this set has a processor and when it detectect any fault will shut the set down
