Not having received any solution message from FIXYA contributors, I consulted with a family member
and also my long held Time-Life Books, Fix It Yourself Library, Volume: Cleaning & Stain Removal,
ISBN: 0-8094-7400-X, Copyright 1990. My issue was resolved by using white vinegar and soaking the internal problem area for 30 minutes. The appliance has cleaned up like new and works fantastic. I apologize for bothering you.

From the manual at http://download.p4c.philips.com/files/h/hd4651_00/hd4651_00_dfu_eng.pdf
Cleaning and descaling the kettle 1 Remove the plug from the wall socket. 2 Clean the outside of the kettle with a soft, damp cloth moistened with warm water and some mild cleaning agent. Do not use any abrasive cleaning agents, scourers etc. to clean the kettle. Never immerse the kettle or its base in water. ◗ Regular descaling will prolong the life of the kettle. In case of normal use (up to 5 times a day), the following descaling frequency is recommended: 1) once every 3 months for soft water areas (up to 18 dH) 2) once every month for hard water areas (more than 18 dH) Descaling the kettle 1 Fill the kettle with water up to three-quarters of the maximum level and bring the water to the boil. 2 After the kettle has switched off, add white vinegar to the maximum level. ◗ You can also use an appropriate descaler. 3 Leave the solution in the kettle overnight. 4 Empty the kettle and rinse the inside thoroughly. 5 Fill the kettle with clean water and boil the water. 6 Empty the kettle and rinse it with clean water again. ◗ Repeat the procedure if there is still some scale in the kettle. Cleaning the filter Scale is not harmful to your health but it may give your drink a powdery taste. The scale filter prevents scale particles from ending up in your drink. Models with a double-action filter and triple-action filter have also been equipped with a mesh that attracts scale from the water. Clean the scale filter regularly. ◗ The mesh of filters is to be cleaned by squeezing and rotating it under a running tap. ◗ The triple-action filter can be cleaned as follows: 1) Remove the basket from the filter by sliding it. 2) Take the stainless steel mesh out of the basket and clean it by squeezing and rotating it under a running tap (fig. 1-3). ◗ All filters can be cleaned by: - leaving it in the kettle during descaling the whole appliance - gently brushing the filter with a soft nylon brush under a running tab - in the dishwasher.

Leaking from base

You shouldn't use this in that condition - it's dangerous by electric shock. Is it only when water level is above any limit? Is it when water has been just boiled or also when water is cold ? I mean is it water or condensed steam?

Scale between the kettle and the base?

I don't particularly know the model of your kettle. There are so many out there. It sounds like the tank is leaking.

Some of these cleaning and descale agents are very powerful and corrosive. The cleaning solutions you are using may have eaten through the tank of the kettle! This is what it sounds like to me.

Check the recommendations in the instruction manual for cleaning this kettle model.

My Phillips kettle does not boil water but the light turns pOn. It is electric

Very simply, it sounds like the element has blown. If the element is built into the base of the kettle I am afraid it is terminal, if it is a calrod type element that you can see in the kettle, it can be replaced.

HD 4651/C Electric Kettle Handle switch lights but wont heat

This maybe the thermo fuse, and or the heating element that is defective. These parts must be properly replaced for safety issues.

Usually these appliances are not worth to service.

Kettle keeps Turning off and on.

Try descaling the kettle for about an hour with some white vinegar without heating. Hopefully the problem is caused by limescale on the thermostat/thermocouple and this will cure it. If this doesn't seem to help then probably the thermostat/thermocouple is to blame, and although easy to replace, it seems that the best way to get the right bits is an authorised tefal dealer. This link will get you the user manual for your kettle if you need it; http://www.t-fal.ca/tefal/products/product/index.asp?univers%5Fid=400&dept%5Fid=430&sku=L00056&mscssid=JXT37R7ERWKH9P2URRA8CLM0SHMF327C Also it has the contacts for tefal customer service(Canada) if you need. Hope the descaling helps, it usually does the trick :)
