I'm having the same problem described by HalenRush (below) except our phone wasn't dropped in the toilet. As a matter of fact it wasn't dropped at all. This is my wifes phone. She's very careful with it and she doesn't download anything into the phone.
When the phone is plugged in and charging it won't ring, nor will the alarm "ring" and during charging if you are talking to someone they can't hear you and you can't hear them.
If you disconnect the charger from the wall, everything operates normally. It rings just fine, the alarm goes off nice and loud and you can hear callers, they can hear you.
We've had the phone for about a year. The problem just started a few days ago.
Is it possible to "reset" the phone to factor setting in case the phones Software is corrupted or if a setting in the phone needs to be change? Any idea's?

OK...i'm going to try this, but before I do, will a master reset effect the contents (phone numbers, pict's etc.) on the phone. I know you can save data to the sim, but I also seem to recall you can save data to the phone's memory and not the sim.
I would guess the sim's content would be OK, right?
It's not a real big deal if I lose anything, but thought I'd ask.

OK, I did a master reset on the phone. still the same problem.
To add more to the mystery. While the phone is plugged into the charge not only does it NOT ring, but it "says" it's recharging, while in fact it's not charging at all.
We have 2 of these and swapped batteries. The batter charges just fine in the other phone. While in the other phone it seems to keep it's charge for the normal length of time so I think I eliminated a faulty battery.
To net it out,
1) it doesn't charge 2) it doesn't ring while it's plugged into the charger when the charger is "hot"/plugged into the wall. 3) if you leave the charger plugged into the phone but disconnect it from the wall it rings fine. So it appears that only when electricity is flowing into the phone that it doesn't ring or charge.
Since I did a master reset I'm thinking this is more a mechanical problem than it is SW.
I also noticed the pins on the phones connector looked corroded. I cleaned them off with no effect.

If you want to do a manual reset on your phone, it is something you can do.
This is how you do it.
Press Menu
Goto Settings and press select
Goto Initial Setup and press select
Goto Master Reset and press select
If it asks for a code, press 0000000
It will then restart and will power back on just the way you bought it.

You should have left it dry instead of turning it on, you probably have corrosion now, find a local place that works on phones to see if they'd work on it.
If you want to try to completely dry it, put it in rice for 24 hours minimum to draw out all moisture.
You might try removing the battery pack and sim card then placing it in an area of warm air flow.
If the mineralization in the water in which you dropped it wasn't too high, it might recover after several days.
It's worth a try and the price is right-
I have not heard of any toilet manufacturers offering a lifetime guarantee (except maybe for defects in manufacturing), especially since flappers tend to deteriorate with exposure to chlorinated water, fill valves eventually fail, and toilet seats do break. Pick out a replacement that suits your fancy, unbolt the old one from below, and install the new one. Don't overtighten as the porcelain could break.
Switch off the phone as soon as possible. Allow it to dry else the circuits will be affected. Check if it works tomorrow, if it doesn't you might need professional help.
Some components will require change.

You can purchase a spray called electric cleaner that cleans small electric components and dries very quickly. But you will have to open the phone and spray on the small circuit board inside. If it still doesn't come up after that then it might possibly be dead.
