Over frequency is overspeed and is most likely a dirty magentic pickup sensor on the flywheel

SOURCE: steam shuts down after approx.15 minute

If the breaker is triping, chances are you have a undersized or faulty breaker. you want to size the breaker aprox 10% more than the max amperage output of the generator.
Example: you dont want a 60 amp breaker for a unit that will max out at 63 amps.

You have a carburetor problem. Stuck float or clogged filter. Gas cannot get into the carb as fast as it is used. Letting it sit for a few minutes will allow the bowl to fill.

Steam shuts down after approx.15 minute

I would venture a guess that the heating element has become intermittent with a short. Wasn't so bad before, but played heck with controller due to noise from arcing, but now have a dead short when heater reaches temperature.

This sounds like a shorted power supply or even worse the motherboard, or processor. There might be parts that are still damp let it dry out longer you could try a hair dryer on a low setting before taking it to a repair shop.
