Disassembling may be your only option, if the CD is Broken or jammed. Try rebooting and pushing the DVD rom button at boot. I had a DVD explode, I had to remove the drive and disassembling the DVD rom to remove all the pieces.
Why not just replace the CD drive in the PC? Don't be afraid to pull the cover.Turn the PC off,but leave it plugged in(the grounded plug will prevent static damage).Disconnect the drive, pull it out,put in a new one.(Don't forget to match the option pins on the back of the drive to set it for "slave" or "master".
Removing the cd rom drive will not make your computer start up. Or are you saying the cd rom drive will not start up? CD rom drives are very sensitive on the disks they read. Most of them have a problem reading some of the discs that someone created on another computer. Make sure you're trying to read store bought discs. Removing the cdrom drive is very simple. Turn the laptop over and you will normally see a screw with the icon of a circular cd on it. remove that screw then you can grab the cd rom unit by the door and pull it outl

You can confirm that via Windows Start > Control Panel > System > Hardware > Device Manager and double click on DVD/CD-ROM drives to see what model drive you have, then just Google it to see what it's capable of.
In case you have either a CD-RW type drive or a DVD/ CD-RW drive and it doesn't want to burn CD's , then it's a bad drive.
