get to the main board of ur system there is a jumper near the battery .
change its position while power is off and get it back to its previous position. this way u will reset cmos to default.
if the computer starts hit delete to enter setup and load system defaults.save changes then exit.
ps: defected processor could be the cause

This sounds like it is not getting enough amperage from the power brick- check which model power brick you have. I'm not 100% sure but the pa-6 family may not provide enough power to charge and run the laptop at the same time. the PA-9 should- if it's rated at 4.51 @20v - that works out to about 90watt. If you DO have a 90 watt power adapter and it's still giving the orange then red flashes- and will not charge when the laptop is off- you probably have either a bad battery, or the motherboard is faulty and has a bad charge circuit, or a loose power jack. What does pressing the little button next to the charge indicator on the battery do? Flashing every other led- 1,3,5 is BAD, so is 1 and 5. You also might have a 3rd party refurb- that had the guts torn out and is not properly "seen" by the laptop.

may i know the older Dell laptop you have, & also the new Dell LAtitude laptop you have now.... charger must meet the exact wattage and amp of the laptop..

Windows Vista is not supported on Dell Latitude C540/C640. There are no drivers for the hardware of this model. Many older computers have that problem. You can try Microsoft to see if they even exist: http://www.microsoft.com/uk/windows/products/windowsvista/buyorupgrade/upgradeadvisor.mspx

Junk it for parts.
I do volunteer work for Technical Aid For the Disabled (a charity organisation) and repair/refurbish laptops and computers for disabled people and I hate to see good computers go to waste.

Are you saying that it will boot up with the power cord plugged in but it shuts back down while the power cord is still in? If so your issue is more than just the power cord. If the power cord is bad it won't recharge the battery and it won't boot the laptop either. If the battery is bad and the power cord is good, then the battery will not recharge, but the laptop should stay functional if the power cord is good.
Check the DC Power Jack where the power cord plugs into the laptop. If it is bad, then it will cause your battery not to charge and it will only boot if the power cord is in the right position. The fact that yours is cutting off leads me to believe your dc power jack might be bad.
Take an ink pen and push the tip inside the jack and see if the little pin wiggles, if so the jack is bad. You'll have to take the laptop apart to fix it. Most times it is soldered onto the motherboard, so you will have to desolder the old and solder a new one.
