We can get the sound to come on only a scratchy sound but not a picture of any type. my center board has 3 green lights and 1 red one . is this norm or is that telling me were the problem is?

This is a projection style TV with a removable light box which makes it easier to service. You could have a defective flyback (high voltage) transformer, or a leaky zener diode in the voltage regulation circuits as well. Depending on how old the set is and how the picture quality was before going out, will dictate the feasability of getting it repaired. My guess would be over $300 and possibly close to $500 if the flyback needs replacing.
Does the projection lamp turn on, look in the back it should be visible. If not I would replace this and maybe the ballast first. If this still doesnt resolve the issue then the whole Optical engine might need replacement.

Sounds like back - light problem. Check and replace damaged component/s at its back-light inverter board, or replace this board as card basis. To some model sets; especially LED back-lighted types; the back-light inverter circuit will be part of the main power supply board [SMPS]. In such cases, the power supply board might need replacement. To some models sets, the back-light inverter and SMPS section circuit will be integrated at its main board itself. If so; the main board should be replaced.

the green is the reboot process and is normal. the red light is an error code indicator. count the blinks of the red light...it cant be 30 times (I think) it will blink a sequence, pause, then do it again for a total of three times. count carefully, it gives you three chances to catch the number it is blinking.
Check Lamp Fan if it stops running when Lamp trys to Light ,Then Lamp will not Power up,or Ballast Board itis what powers Lamp on.

Remove the rear panel. With the TV on you should see a red LED near the center of the PCB. There should also be 5 green leds, 3 to the left a 2 behind. If there is no red leds, check the fuses. If there are no green leds or maybe 1 or 2, disconect PSD5. It's a connector on the left side of the power board that connects to the audio board. It's the 3rd on fro the back. It's labled. With that disconected, turn on the set and look for the green leds. If all 5 light, the power supply is OK and you have a problem beyond that. If they don't all light you have a bad power supply.
First of all you need to find out which CRT leaked and replace it before any other repairs are done. The clear liquid is conductive and has done damage to the CRT board or boards.
Can you post the board location number of thr resistor that is circled in yellow such as R8006 and I will post the rating of that resistor as thats what the problem is usually one or two of the resistors will burn when the ICs go out.
