Hisense do make Service Manuals available, but there isn't one online for that set. Contact them direct in your country. We are Fixya, not Hisense, we just have a Hisense category.
Open your TV/s back cover. Pull out the printed circuit board. Place it at a convenient position. Locate the vertical output section. Locate the vertical output IC. Desolder it out from the board. Replace a good one in place. Solder all its solder terminals. That is all.

There should be circuit designations printed on the PC board. Without those, there are too many possibilities to give you anything useful. Can you provide those please?
check on crt board green amp transister and associated ckt should be short. or green drive transister,or main jungle ic which drive green signal is sure defective, i had the same problem in rca 32 inch tv for all screen red,replacing chroma ic solved the problem.
