This solution worked. Turn it off at the switch on the machine. Unplug the power cord from the machine and any phone lines. Leave it alone for a half hour. Then, plug in the power cord, then the phone lines. Then turn it back on using the switch on the machine. After it cycles on, re-program the machine. Poof! Problem solved. Looks like you have to give the machine amnesia for it to work again.

Check
the phone line connected to your fax machine for problems. This is one
of the most common reasons fax machines don't work. Connect the phone
line to a regular telephone and listen for a dial tone. If you don't
have a dial tone, replace the phone cord to see if that was the
problem. If that isn't the problem, test the other phone lines in the
office. If the other lines aren't working, contact your phone provider
to have them fix the phone line.
Look
at the electrical cord of your fax machine if the unit won't power on
or work at all. Check that the cord is properly plugged into the wall
and into the back of your fax machine. If it is, and it still isn't
working, replace the cord.
Inspect
the lamp on your fax machine to see if it is working properly. Fax
machines may receive faxes, but not send them if the bulb is burned out.
Open
the cover to your fax machine if you are getting complaints that your
fax machine isn't sending quality faxes. Do this by pulling on the
front panel of the unit. Using a soft cloth, clean out the dust and
debris from this front panel. Accumulation of dirt here could
definitely be the problem.
Watch
for any toner or ink splotches on the inside of your fax machine. If
your copies or faxes aren't printing at a high quality, you may have an
ink problem. When you shake your toner cartridge, it should shake
cleanly and no toner should leak out. If you have a leaky cartridge, it
is bad.

Looks as if either the line cord is plugged into the wrong jack, or the cord itself may be broken. Last to check is the relay. To do this,1st unplug the line cord, then unplug the power cord. Wait 15sec, then plug in the power cord. After it has booted up and in the ready mode, then plug the line cord back in. If the machine is still not working, get an estimate to replace the relay. Usually you'll find it better to replace the machine.
It seems that your fax machine has been damaged by a power "spike" You may or may not be able to get it to work again. You can try to re sequence the machine, by switching off, then removing both the power cord and the telephone cord from the wall. Wait 30 secs or so, then plug in the power cord and switch on. After the machine shows the "ready" mode in the display, then plug in the telephone cord. If this does not work, your machine is toast. Make sure in future to use a line conditioner for both the power and the telephone lines.
