Tehre are tabs on the bottom. Push them in the direction of the arrow (one at a time) and lift with some force on the cage thingy that partially covers the sweeper. Do the same for the other side. It doesn't matter which side you do first.

There are two tabs on the bottom that release the plate and allow the plate to be snapped in and out. They are easy to spot. But, there are also screw holes in some models and there may be screws in them. You might have to deal with both. The screws are unecessary and you can leave them out when you put the plate back on.

Hello,
I would advise you to ALWAYS to FIRST UNPLUG YOUR VACUUM before beginning any service procedure. In order to get @ the belt on the Bissell, there should be screws, levers, or clips to remove the bottom plate and either the bottom plate will come off of the top cover will come off depending on if it is an older or newer model #. Also you can refer to the Bissell owner’s manual trouble shooting manual for tips on changing the belt as well. If not you can get an owner’s manual from the Bissell factory website or phone # listed below. If you have further questions please feel free to contact your local vacuum cleaner dealer in your area, or contact the Hoover website and or the cust serv phone # @ Hoover listed below. So if you need further assistance, please feel free to contact your local vacuum cleaner dealer in your area or in the yellow pages, or contact the factory phone number or website to further assist you with your questions.
