I cleaned the fan and crossed the ground and hot on the fan and smoke came from the starter replaced and still nothing no wipers radio or windows
Sounds as if you blew a fusable link. Below are 3 pictures. The first one is the location of the coolong fan relay. The second is what the connector looks like at the relay. At the connector using a test light you should have power at all times in the number one position of that connector. If you do not then most likely the fuse link has been blown. There are several fuse links down by the starter and more then one of the could have blown due to you shorting out those wires so you may need to check all of them (I believe there are 4 or 5 in one location at the starter). The last picture is the locations of the fuse links I am talking about. Check for power and/or comtinuity on either side of each fuse link to see which one(s) have blown. Have you verified the engine will turn over by hand? Disconnect the battery, get a socket that will fit the crankshaft bolt and try to turn the engine over. If OK, reconnect your battery cables, use your digital volt meter, place the negative lead of the meter to the positive battery cable post and the positive meter lead to the start solenoid stud at the starter. You should not see more than 0.5 volts. If you see more than that, your positive cable is bad.
Repeat the same step with the negative cable, result should be the same.

I would try to test the ground the motor first, also you can duplicate the ground with no consequence. If the motor is real dirty/ dusty, you may be able to clean it and ck the brushes in it while you are there.

Sounds like your battery is dead. Most batteries last about two to three years. I suspect maybe yours has a couple of dead cells. You will need a hydrometer a device we use to test each cell. When you pick one up at the parts store pry open the caps off of the top of the battery. Next squeeze and hold the bulb on the hydrometer and stick the meter into each opening in the battery and release and make a notation of where the little ball in the meter is located. This will tell you that you have one or more cells dead and the battery will need replacing. Good Luck.

If you hear a clicking sound, then you know you have power. Check to see if the motor arm is moving any at the wiper arm.The small cap that covers the wiper arm to motor can be pulled apart, to see if the nut is loose or if the gear housing is stripped on the wiper arm, or if the motor drive is stripped. These are say to check and are cost effective for you.

Give this a try------get a piece of wire and strip both ends, the black wire coming out of the plug on the head light, stick one end of the wire in there and the other end to a good ground or the negative battery terminal with the lights on, if the light gets brighter, there is a bad ground to that light. I hope this helps, cause you have just done about everything else.
