You have to remove the cabinet. Remove the screws on each end in back on the consol. The consol will then flip up. Remove the two snap springs holding the cabinet on. Unplug the lid switch. Now the whole cabinet will pull off. Check out the pics...Catriver...post back.

Check the inter tub ring you should hear water when you spin it by hand if you dont hear water replace the spin tub balnce ring it must be cracked or has a hole in it and leaked out the fluid this is a counter balancer when it gows into the spin cycle h Tech AL Wojo
its called "Calcium-Chloride",its a type of salt water mixture put in these rings to dampen "OFF-Balance" loads in the washer,and the reason for this type of mixture is so people that store or operate the machine in below freezing temps do not have a solid off balance chunk of ice that wont balance the machine during operation or break the ring when it freezes
If you have a manual, likely you are looking in the wrong place...that would be listed as part of any timing chain removal, front seal removal etc. Balancer is removed by taking off any pulleys attached to it, removing the center bolt, then using a harmonic balancer puller (specific tool). To put it back on, just put the new one on the crank snout, put back in the center bolt and washer and tighten it up. (anything that is in your way and preventing you from getting in there needs to be removed as well)
it has a bad balance ring on the top of the basket no so hard but not that easy either
you have to remove the case to get to the balance ring

yes the water is supposed to be there, thats called the balance ring, some machine use cement others water. you say the washer is unbalanced even when empty, is there an indicator or is the machine itself physically off balance. if there is an indicator the off balance swich might have gone bad or you might need to adjust the leveling legs.
