There should be a power button on the bottom right side of the
42fd9932/17g. If there is a signal with a compatible resolution coming into the TV on the current input when you turn it on, it should display that signal. Otherwise, it will go into a power-saving mode and you will need to press the power button again.
As far as I know, there is no child lock that would stop this power button from working.
I hope this helps. If you do need a replacement remote (for example the unit was designed for a waiting room and thus doesn't have the power button), an exact replacement remote is available here: http://www.remotes.com/remotes/servlet/rs?a=Search&o=c&uid=0&m=42fd9932%2F17g&uuid=13040367530230 . Most universal remotes should work if they were programmed 6 months or more after the TV was released. However, the low end ones may not match some of the features of the original and you may need to try several codes to get all of the features to work.

The fans are visible in the back and they can be cleaned with compressed air with no moisture built up in the hose line,We don't want to spray water in the fans.Is the only thing you can try and the unit's back does not have to be removed. If this does not solve your problem you might need the help of a servicer.Let Us know how it goes or if you need more information.
