small signal board is the most likliest cause. That a common problem with the ATC221 and ITC222 that model used both different chassis designs. www.tvrepairworld.com has replacement boards available.
If this RCA TV has a Chassis number of ITC222 then you need to call a tech to swap out the deflection circuit board for a new or rebuilt board. This RCA Chassis is a TV Techs worst nightmare to repair.
Hello ,
I believe this may be a HV/LV power supply problem since this is a common issue in this RCA ITC222 chassis, I posted this earlier and I beleive that it can help you,
Hello This is a common problem with the ITC222 chassis, I would check CP120, CP140, CP150 to see if they are bad I suspect CP150 is the one that is bad. Its value is 2200uf 16VDC. It is located on the same board as the IHVT and is in between the Heat sink in the middle of the board.
I would also like to say that if possible you should get a qualified TV Technician to repair this set for you, due to the nature of this problem and the dangerous voltages present.
I hope this helps,

I will need you to look on the rear tag and let me know the chassis number as that model was produced with two different chassis numbers ITC222 and the ATC221 chassis was used, But the chassis number will be on the tag on the rear panel. Please reply to this same post and I will help you locate the power supply board.
That should be the ITC222 chassis, can you look on the rear of the set and let me know which chassis it has listed on the tag, I should be able to help you out. please respond to this same post.
Can you look on the rear of your set and give me the chassis number and I can explain as that model used three different chassis designs one was ITC222, then ATC221 and ATC321 it should be marked on the rear tag.
