You can remove or change the Window's User or administrator's password. You need access to a computer with Internet access to download the Hiren's Boot CD and burn it onto a CD. Then insert this CD into the laptop/computer and boot up the laptop/computer with the Hiren's CD and follow the instructions. There are very useful utilities CD and it a Linux boot CD which contains quite a lot of Utility programs including a password removal program. This is not a GPO issue. The problem is that all Windows will attempt to set the new resolution and a fail-safe is that if you do not click the Keep Changes button after thirty seconds it switches back to the old settings. This ensures that if you set the resolution to a range the monitor or display adapter can't handle that you don't get 'stuck' with a blank screen. Check that the display adapter in the Dell 780 can handle a resolution of 1280x1024 and that the monitor can also handle this resolution.
if the drive aint showing in the bios, make sure you have the jumper on the drive set correctly to either slave or master depending on how its cabled. hope this helps ;)

If you can't find the right driver on the Dell site, try using a driver finder program. Automatically identifies all hardware devices and finds the required drivers.
According to the motherboard's specs for the Dell Optiplex GX400, it's chipset is Intel 850. This chipset will support 1.7 GHz processor. Not sure whether it could support higher speed processors or not.
