this old monitor has 2 issues.
1: it has CCFL tubes that love to burn out (backlamps)
most this old are long go, yell, dim.,blinking or DEAD.
2: push the menu button on front of mon. turn off power saver.
3: if the PC goes to sleep, or hibernete mode (parked)
then that is 100% normal
if you dont like feature then go to windows control panel
click power, ICON and turn off all monitor sleep /hibernate modes.
that assumes windows, no OS stated.
if the lamps are dead,
use flash light pointed to sceen, see data. ? bingo for bad CCFT tubes.
as seen here

I have the same problem and I tried putting off my Monitor, unplugging power cord and the VGA cord for 1min and reinserting and restarting my PC but that does not work. Any other ideas? Your help is very well appreciate. Thank you.
Exact same problem, black screen with blue flashing light.Unplugging every plug and waiting makes no difference.Any other ideas out there?
HP Vs17 power light switch keeps flashing green then amber but screen stays black.
I have even tried a different monitor and it still does the same thing after starting again after cords have been pulled - paused - reinserted - then starting the tower before the monitor.... Anything ? Anyone ?????
I have the same problem and tried using a different moniter for awhile. When I went to try this one again, it wouldn't even turn on.
I have the same problem and I went to a friend and tried the monitor with his computer and it did not work. I hooked another monitor to my computer and it works fine now. Definitely it has to do with the monitor and I have to find out if it can be repaired now.
Having the same problem, any one have any suggestions besides the power cord check and total reboot?
