The obc.computer reads error when hooking up to a 97 grand marquis will not read the codes what's wrong ?

OBC ? It's OBD 2 - on board diagnostics ! Could be a cheap code reader , an open on the wire that goes to the PCM from the DLC . The PCM may be bad ! Suggest you take your vehicle to a qualified repair shop .

Bmw 321i driver side power window works only sometimes

I have a 98 328is and the driver side window is only working part of the time. It is like there is no power and then the next time you try it it works. The window motor sounds fine when it runs and there is no odd noises from the door. Where would the most likely problem be?

What to do with the hanging thing

This is probably your OBC, for diagnostics. You will need to remove the plastic piece of dash to the left of steering wheel. Look closely and you will see a place with a small indention and a screw hole. When you hold the little box to this area, it will fit perfectly, and takes one screw to hold it.
If you can't find the screw hole to put the OBC BACK, , I know it sounds lame, but a couple of pieces of duct tape, and just tape it up somewhere out of your way so you don't damage the OBC.
