You should still be able to send fax without cartridges in the printer since it does not require printing. Receiving fax w/o cartridges is not possible though.

hard to determine the problem without any make/model of your fax machine. However I would begin by looking at the fax contrast and darkness settings, they are likely cranked to the dark side. If you cannot find these settings or this doesnt help. post your make/model information. I don't believe this should affect sending faxes, its likely just a print / contrast setting for received faxes.

I own a Cartridge World ink refilling store and I think that the fax not printing is Canon's new approach to kick out refills from their all in one machines. We cannot reset the ink level indicators on these cartridges and if people can no longer print faxes if their ink says it's low, then they can never use refills if they want to use their fax machine. I think it is also a way for Canon to make more money on their ink sales by making consumers buy new ink before theirs runs out. As far as I know there is no way to fix this problem.

There should be a number with the error, if it's 46, you need a new ink flushing box. You won't be able to fax until you clear the error.

I have the solution for this problem. You need to go into your fax settings, and adjust the RX Settings. There is an option there to "print if no ink" and you set that to YES, and it will spit out the pending report that is preventing you from sending faxes.
