Scan to PDF is controlled by your software. What OS and software are you running? Under Windows, Nuance's PaperPort,
http://www.nuance.com (or OmniPage which includes PaperPort) or Abby Fine Reader Express, http://www.Abby.com , both will let you scan to PDF. Open the software and set the options for scanning to PDF. Then press the scan button in the software. (Depending on the OS and Mustek driver, you may get this to work by pressing the Scan button on the scanner itself. This depends on installing a monitoring program that may be included in the drivers. This "listens" for the button press and then launches the desired software.) Other third-party software may also do this.
If you are using something like Windows Fax and Scan, you'll have to do two steps. Scan and then convert the file from an image to PDF. (There are dedicated programs that convert image files to PDF or you can do this is Microsoft Office or other office suites with the appropriate add-on.)
