This scope has never been used so I mounted it on a 30-30 fired a round and the scope went out of focus. I can not seem to get it back in focus, the target is blurry. If I lift the gun straight up then back sometimes the focus comes back.

Ja, it's 1/4 M.O.A, so at 25 yards/meter it'll be ca 3 inches. You may have gone in the wrong direction. That is, if it was 3' high, and you went another 3 higher then you'd be at the top of the paper. Probably you've got it figured out by now.
The easiest, fastest, cheapest way to zero is with a rifle rest you can clamp your scope into, or alternatively somehow immobilize your rifle some other way. You take a shot, at 25 yards or so. It makes a hole. You now immobilize the rifle, via your rest or heavy sandbags, with the scope pointing exactly where you aimed before. You now, carefully and without moving the rifle/scope off of the point of aim, dial your reticle to point at the actual bullet hole. Your next shot will be at your point of aim now. So you just put it at the right height above your point of aim at 100 yards now.

this explains why the bullet seems to rise and fall at different distances. its not unusuall infact it will happen in 99.9% of firearms unless the firearm is set to a "Flat Trajectory" zero.
It seems like your fairly new to shooting and the "Exterior Ballistics Effects on a Bullets Trajectory"
my suggestion is that you take the time to read and DL or buy this software.
Sierra Infinity V6 Ballistics Software (i Dl'd it) and it is fantastic.
along with that they have a long range shooting simulator that will teach you about the mathematics of shooting and allow you to get some in expensive practice away from the range and prying eyes. This software will teach you to
1) Range a target just by looking at it in the scope
2) determine Elevation adjustments
3) Windage Adjustments
4) Accomodate the most daunting of variables for the amatuer shooter the weather
(any shooter can learn how the gun fires on a perfect day. it takes a good shooter to take into account the Barometrice Pressure, Humidity, Elevation (from sea level), and Temperature. And be able to hit the first time)
Regardless of your skill level this software is indispensable it will teach you the cores you need to know for when your software is broken or your pc is broken or its just not fiesable at the time.
it will increase the range from which you can shoot. (in 4 hrs i was shooting to 6oo yards, in two days 2100 yards)
ill check back incase you need other info like how to determine zero by inches of center

It will test the condition of the batteries. Turn the sight on to its brightest setting and leave it for 2-3 minutes. Then while looking at the red dot, press the battry icon button and hold it in. If the image does nothing, you are good to go. If it starts flashing, then you have less than 20% left in the batteries.

just take your scope to a gun shop that caries bushnel and they will be able to tell you the model and order in a new dial for it.if they dont have one in stock and fit it for you.

First is to try for a group, do not adjust the scope in any way. Shoot 4 rounds with out adjusting the scope. The gun should settle down and start to group. If you can not get a group in 6 rounds go clean that gun & check your ammo. Start over. If she does not group, its the gun not the scope. Once it starts to group move the cross hairs in the opp direction small clicks and "TAP' the scope after each adjustment. Shoot for a group each time 2 rounds should group. Get a target that has a grid to help get on faster.
