When battery is in a red light will flash and then go off straight away, when the battery is out but plugged in a blue light will come on but laptop wont start. Also its a brand new battery that worked first time i put it in but not now
Connect the AC power adapter to the laptop and confirm that the AC power indicator is on (I wish you stated the brand of laptop). If the AC power indicator is not on, try and get a working AC power adapter for your laptop and connect it to your laptop.
With the AC power adapter connected, you can power on your laptop. If the laptop powers on from the OS you can see if the Battery is charging or not.
If the laptop does not power with the AC power adapter connected, then the power port of the laptop is bad.
However, if all these are okay and the battery still does not charge, the battery is faulty and will need to be replaced.
The brand is Advent. When connected to AC power a blue light comes on which I think is the charging light but it only comes on when battery is removed. When the battery is put in and power button is pressed a redlight comes on(which must be power indicator) but it goes off and laptop wont start up. Also the battery is brand new so i dont think its the problem. Thanks for your help any other suggestions?

That usually indicates battery is beginning to go bad. Eventually it will not hold a charge and will need to be replaced.

You have a ground fault issue in the DC JACK.
There are escentially 4 circuits in the jack and one is not making contact.
1: Negative Charge circuit (outter ring)
2: Negative Run circuit (outter ring)
3 Positive (Inner Ring)
4: Signal (center pin)
I believe the negative charge circuit (outter ring) is not making contact internally. Typically what happens on that model DC Jack is the tension contact metal becomes fatigued, and does not touch the outter ring.
This could come from Heat causing early fatigue of the metal.
Or normal wear, the metal has simply worn out from regular insert/removal.
