This sounds like a screen fault to me
try grabbing both sides of the tv and giving it a twist
this will either give you more lines or make ur lines go away if this happens u need a new screen

The TV is in some kind of factory modus, you have to simultaniously hold the VOLUME down (-) and PROGRAM down (-) buttons on side of the TV for 3 seconds.

This is not cost effective to repair. It would need a new lcd panel to correct this problem.

You need to replace a capacitor in the 'Horizontal' IC sectiom. If you are not a TV tech with excellent soldering skills and the correct testing equipment, I suggest you have a repair shop do it for you.
