Page 107 of the manual (page 114 pdf) explains the reset procedure which may solve your problem if you can access any menus.
You could also try removing the battery, waiting a while and then replacing the battery.
If none of that helps, the contact details for magellan support are at the end of the manual - all reports I have had are that they are quite good.

Tip: The max point reward for answering a question is 15.
Most of these devices have a reset button on the unit base. It looks no bigger than a pin head and is usually recessed.
Turn on and take a straightened paper clip or cocktail stick, press into and keep pressed the reset button for a slow count to 15. Release and then let the unit go through its reset procedure before pressing anything else.
if you have a 4040 as listed in the title, charge it up for a few hours, then turn it on..once it boots up to the point it freezes, use a paper clip and insert it in the tiny hole on the left side bottom on the gps to reset it...
if it still seems like its frozen after you do that, let me know and ill have you do something else.
if it just froze and you didnt do aqnything to it, like try and install the 2.18 update, try the reset.
turn the gps on the use a paper clip and insert it in the tiny hole on the lower left side of the gps and let it restart..if it still freezes, let me know and ill tell you what you can do next to get your 3100 running again.

try a hard reset. start the gps and using a paper clip insert it in the little pin hole on the side of your 4040 and take the gps outside in full view of the open sky and let it aquire the satellites, it may take up to 30 minutes it lock on to the satellites. if that fails, follow the link below to update the unit to the latest firmware for the 4040 you must register it on the magellan site before they will let you download anything.
the rest is the little pinhole on the left side, but this is a common problem on this model magellan, you need the latest update if you dont have it already. sadly if the update is interrupted or not done properly, it will be rendered useless and update reinstalled. you can get the update and manual here
