It sounds like the actual LCD is damaged, i've seen some cases where it was a damaged cable going to the LCD screen but if the cable looks ok then it is probably the lcd screen.

Blue cast is more likely to be due to bent pin, loose connections of the VGA cable, look for that first. It can be the video card itself, so try it with another PC also. Failure of the circuits from the buffer board that are responsible for those pixel lines You need to replace both buffer board.
Since in this model there have been used several models of boards you will need to open the tv all the way to the screen , extract the boards, read the model number printed on it then order replacements from here
Only the bottom boards that correspond to the failed pixel lines will have to be replaced.
