In the bottom of the fog light is a cover held on by 2 screws...remove those screws and that should allow access to the bulb. this is per chrysler manual for 2001 cherokee factory installed fog lights

you could always add a good pair of aftermarket fog lights that come with a relay kit and switch you mount to the dash .The only thing is by most laws you cannot run high beams w/aftermarket fog lights on at the same time only low beam ,they have to be manually turned off for oncoming traffic.You can get a good set for around $65.00.These kits come with easy instructions.
There is a small square "trap door" in each wheel well directly behind
the fog lamps. You can pry it open and access the fog lamps. They just
twist loose.
Remove screws for lens. You may have to access them from inside the hatch. Then pull out lens, then turn and pull out bulb and socket, Push and turn then pull bulb out.
There's a small space behind inside fender. You can get your hand in there to grab and twist the back of the bulb to release it. You need a flashlight.
Open up the lamp there is a clip that holds the lamp in place, replace the old one with the new one.
Be carefull and do not hold the bulb on the new one. Hold the bulb with
a tissue. The nabody oils will make the lamp burn out prematurely.
