before trying to recharge your cell phone, you may very well have "fried" it.
If you are sure that ALL parts of your cell phone are totally dried out, you may need to purchase and install a new cell phone battery, which will need to be charged before using the phone.
Note: If you replace the battery, be sure you send the old battery to proper battery recycling.
If a new, replaced, charged battery doesn't work, remove the SIM card and purchase a replacement phone which will accept the removed SIM card.
Note: If you have to replace the cell phone, the place where you purchase a new one may take the old "fried" phone to recycle it properly. If not, make sure the old "fried" cell phone goes to electronics recycling and do not just toss it away.
