You need to run the check disk utility. You have corrupt or missing boot or system files. To run the check disk utility you will need a repair disc or
a operating system disc. Put the disc in the cd drive and boot from
it. You want to get to the Dos Command Prompt (Black screen with white
letters) and type the following command: chkdsk /r
Check disk will run well over an hour or two and you will notice the
percentages going from high to low, this is normal. Let it run to
completion. Then reboot machine.
If check disk fails to solve your problem you might have to reinstall windows.
Try doing a Repair Install that way you don't loose your data, documents,
music, pictures, videos or programs.
In windows xp you get to the dos command prompt by selecting R for repair when
the options appear.
In Vista and Windows 7 you want to get to the recovery
console and look down at the bottom of the window for the Dos Command.
Testimonial: "thanks i have purchased a disc on eBay for restore -recovery and will run it as soon as i get,and will let you know how it went thanks a million ,"
Put the boot disk in and boot your computer, watch the screen for which key it says to hit to change the Boot Order or Boot Sequence, hit that key when you see the message otherwise it will be too late.
Once that boot disc comes up, hopefully it will take you to a command prompt screen so that you can run the Check Disk Utility.

One more thing, I just read your post again and you said "i can get in menu's but nothing else, it states windows vista on computer but it is running xp ,, please help ? "
What menus are you talking about that you can get into? Also here's another issue, you say it states windows vista on the computer but is running xp. Look on the bottom of the laptop and tell me what the Certificate of Authentication (COA) Sticker says. It will give operating system. Which operating system does that sticker say because if you have to reinstall, that's what you'll have to reinstall.
You said "the sticker is missing, but when you first turn it on has the dell splash screen and states windows xp,and takes you to a menu that states safe command prompt with networking, but it will go off and come back on a few minutes later,if it is left alone ,does it every few minutes".
OK see if what it does if you take the Safe Command Prompt With Networking". If it brings you to a command prompt, run the Check Disk Utility.
The system is screwed without a COA Sticker on it. How about a Part Number and Serial Number on the bottom of it. Maybe you can get what operating system is supposed to be on it by looking on Compaq's site.

SOURCE: trying to restore dell 4400 and cannot get to a dell screen for f-12
If you boot from the XP CD and choose the first repair option it will load to a DOS prompt. From there type "chkdsk /r" and press enter. This will run checkdisk on your hard drive and repair any problems that it finds. It will take 45 minutes or more depending on the size of your drive. Once it finishes type exit to reboot and remove the CD. Your computer should boot normally.
SOURCE: How do I get rid of this screen when I start up my Windows XP?
Ctrl+ F11 Pc restore option is not available on Dimension 3000 it was launched from Dimension 8400 model so you are not doing the right thing already. coming to the two os option there have been two entries createdin the boot.ini which is why you see two options please check which one works 1st or the second if you wanna get rid of this please do the following:
Step 1:
open my computer properties window
start>my computer (right click)
step 2:
click advanced>settings under startup and recovery and uncheck the option time to display the list after selecting the appropriate os entry from the drop down.
Now if you could also clarify why you want to restore I cud give you the correct option to do so

I recently had a problem that sounds similar to this - A virus was causing a fake validation window to pop up when I booted my computer and blocked all other functions.
Start your computer in Safe Mode and go to Start>Run>type msconfig and hit ok. Go to the Startup tab, make sure you can see everything in the Command column, and uncheck anything that doesn't sound fimilar. Hit ok then restart and see if the validation window pops up again after a normal boot. If it goes away you can prpbably clean away the rest of the virus with a simple virus/adware scan.

You might want to try going into setup and setting your boot drive options to DVD drive as your 1st, HD as 2nd and Floppy as 3rd. Put your windows disk in the DVD before boot and run the program from DVD.

i have 2 disc that i got from eBay today .one is a utilities and drivers and the other a boot disc for a d830 latitude same as computer.,,, i went to the boot screen pressed enter for it to boot in and then it takes me back to what i was getting before safe mode with command prompt etc ,i pressed that and a bunch of writing came up -partition , drivers etc ,like before ,, it would not let me type anything ,, keeps making a sound like ts trying to load a cd,, maybe i am doing it wrong ,i am not advanced in computers, ,, going to the internet is not a option as it will not go that far , as described as far as it gets ,
the sticker is missing, but when you first turn it on has the dell splash screen and states windows xp,and takes you to a menu that states safe command prompt with networking, but it will go off and come back on a few minutes later,if it is left alone ,does it every few minutes , but on the front of key board states windows vista , i am even confused but when i get to the menu when pressed f8 , it states Microsoft windows xp professional and do you want to restore domain controllers,, and below that states restore domain controllers, i get to the one menu by pressing f 8 several times ,such as safe command prompt, debugging ,etc, and back to where it was before.
ok the site states that model ppo4x d830 is os windows xp/windows vista, and i will search for the sticker ,but i did try something ,i got to that blue screen and it stated that windows had a partition and closed to keep files secure , and this came up at the bottom of screen STOP;0xf7a67524, oxcooooo34, oxoooooooo, oxoooooooo
after all this time i took it to a PC place ,could have saved $140 it was the hard drive for the CD/DVD not working and could not do any of the prompt commands ,so for folks having this problem and if you can get your computer on windows or check to see if it is playing a CD from a external hard drive tray might be wise ,as i know nothing about a PC but found out the hard way and thanks for all the people who had helped me it was greatly appreciated
