Channels won't stay setup

How do I get the channel to stay set up and un lock the V chip? Also the tv will not stay tuned on the cable box.

Sounds to me like a stuck button on the set or the remote. Once you get the channel set up straightened out you should be able to work on the V chip issue. Do you have the manual?

If you are using an antenna to receive broadcast TV you may have to rescan to add channel 9 back into the TV's channel list. If this does not work, it may be seasonal or a weak signal from your channel 9 broadcaster. I use a signal booster on my antenna (purchased at Radio Shack..)

you have to connect the tv tuner directly to the coax cable coming in. The receiver will not tune tv channels. You can then connect the tv to the receiver via optical cable

Sounds like you need a set-top box from the cable company.  You hook that up to your TV, tune the TV to Channel 3 or 4, and use the set-top box to tune in all the channels.

Only goes up to Channel 19.

Go into the TV's setup screen and make sure its tuning mode is set for "cable" (may say "CATV"). I'm not familiar with this set so I don't know exactly what the screen will say, but there should be some reference to channel setup, TV setup, tuning band, etc. It's probably set on "AIR" now.

Normally, when set for off-air reception, the set works properly for channels 2 through 13, and 14 up don't tune properly. Since you're getting channels up to 19, there may in fact be some kind of tuner problem. If the TV is already set for cable tuning, you may have found why the former owner was freecycling it. But check that tuning mode.

Insignia 32" will not scan all channels I only get 13 channels. how can I fix this??

Make sure the TV tuning mode is set for "cable". This will be somewhere in the TV's setup menus; check your manual for all the details. If it's set for "air" as I suspect it is, only the first 13 channels will be found when connected to cable. Channels 14 and up don't get tuned in on "air". Once you've set the TV for cable, rescan channels and you should have 'em all.

Programming Channels

Your TV is likely set for "AIR" tuning rather than "CABLE" mode. In this case channels above 13 don't tune correctly. The tuning mode is adjusted through the setup menu (it's been too long since I've seen one of these to remember exactly how the menu looks). Once you set the tuning mode for cable, all the available channels should come in properly.

But you've said you have satellite, so you should have a satellite receiver connected to your TV, and you'd be changing channels there rather than on the TV. Your TV would be staying on channel 3 or 4 (if using the satellite antenna output connection), or on the A/V input you have the satellite connected to (if using the direct A/V outputs). Am I missing something about your system?
