Camera is defect for sure, but don't tell anyone in the service centre, because they warn you not to take a camera out in extreme cold. You should not se the camera in environments below zero degrees
I'm afraid you can't fix it yourself, and before bringing it to a Canon Certified repair centre, ask them what it could cost.
This problems can't be fix,u describing the inner screen of the Plasma pixels burn in.U use this as computer too?U freeze frames in movie,leave video game on pause long period of time,these thing most likely causes plama screen burn in.
This may not something you want to do. What is wrong with the LCD? Here is a page at Canon which may be your problem. This sounds like it might be a defective CCD imager. If so, Canon should fix this for you for free, including free shipping both ways. This is regardless of your camera's warranty status. Please check the following two links for more info:

you are havin a serious problem. your problem shows that there is no problem with its LCD screen itself but it is problem related with CCD sensor. Camera needs CCD replacement compulsaryly. So that no one can help you. It is advisable to go to Canon shop.
