Actually if it is continuously rebooting, it is usually because someone was holding down the trigger through a cold boot process. That's what puts it into this continuous reboot loop. To get out of it do a cold boot again (pop the battery part of the way out, hold down the power button and trigger simultaneously, and then push the battery back in while the power button and trigger are still down). But as soon as you push in the battery to the point where you hear it click, release the trigger. If you hold it in too long, the unit will start continuously rebooting.

If your MC9090's run Windows Mobile 5.0 platform, the stuck-in-boot screen freeze and cycle error is common issue related to the initialization overload of embedded programs such as Microsoft Office mobile suite, and, the added firmware of audio capability, etc. The unit can be fixed %90+ of the time with a full OS / Firmware rebuild and reload, along with the load of a utility file released for Windows Mobile 5.0 MC9090 boot error - that corrects / prevents this from happening.

You will need to reflsh the os.
Download the right version from www.symbol.com and also download TCM (normally somes included on the DCP or device configuration package) and has instructions on how to do it, however if you get stuck with this, get back to me and i will help you out.

If by using TCM and reloading the images has not sorted the problem, I am afraid you will be up for a £500 fixed price repair from Motorola unless you have a maintenance contract.
I get a few terminals like this every day with the same problem and although i manage to fix most of them, there is always one or two that have to be sent for repair.
By the way, Motorola has recently changed the website policy and if you want to download the OS images now, you need to request them from them. For this, you need the serial number of the device and other information.
I have most of the images and I am also a Motorola Gold Partner so if you actually need any of these just get in touch.

The Motorola MC9090 can have different keypads attached. If you do change the keypad for any reason for example go from a 53 key to 43 key layout the terminals must be cold booted.
To cold boot an MC9090 running Windows Mobile 5. Partially remove the battery, hold down the On/Off button, the trigger and reinsert the battery. When the orange light on the keyboard flashes release the on/off button and the trigger.
If the on/off button or trigger is held down longer than required this occasionally causes the terminal to get caught in a warm boot cycle
If the device is still not giving the correct key output it may have a faulty keypad.
