Sounds like it might not be getting enough sunlight. If it has the solar cell in it tape it to the inside of your window for a weekend. If it doesn't charge up the battery enough to make that bar quit flashing then you may need to have the battery changed.

I am assuming you are reading the battery charge correctly. If so you need a new rechargable battery. Special battery so it is a little expensive. Make sure the person knows it is a "rechargable battery" you want. A regular battery will not work properly or recharge.
I'm having the same problem. It's been working fine for about 4 years and now there are no bars or the picture of the satellite. There is a little "C" or "[" next to where it should be though. Maybe that is some sort of error message? I left it in my window for three days straight to get full days of sunlight and the battery is full but still no signal. Did something happen to the atomic signal carriers? Or is my watch finally dead?
You most likely don't have the Daylight Savings Time (DST) set to AUTO mode. Just hold the ADJUST button until the time starts blinking. Then hit MODE and DST will show on the top. Hit RECEIVE as needed until you see AUTO in the bottom. Then just hit ADJUST 2 more times and you're set.
These instructions are actually for my Casio G-Shock MTG-900 but I imagine they're very similar for most G-Shock atomic watches.
My victorinox 24731 has gone silent. the alarm sounds if i lift the back flap and push a little black disc in the rhs bottom corner. but it does not work when i set it . it has been working perfectly for the past six months
