When I open a new window I get a connecting tab, but it does not open a new tab. I cannot close it w/o rebooting
Open your Internet Option in the control panel and go to the advanced tab and click the RESET tab to reset internet explorer to it's default settings.
If that don't solve the problem try a better browser. Internet Explorer is the worst browser there is.
Try downloading Mozilla Firefox, Opera and Google Chrome.Unlike Internet Explorer they install in less than 5 minutes and they arefaster and safer than Internet Explorer.
Go to www.google.com and in the search box type: "Download MozillaFirefox" (without the quotes). Download and Install Mozilla Firefoxfrom Mozilla's website. Do the same thing for Opera and Google Chrome.

You most likely have a problem with pre-installed ADD-ONS, like YAHOO COMPANION TOOLBAR or something like it. Try this:
1. Launch IE without the add-ons by clicking Start->All
Programs->Accessories->System Tools->Internet Explorer (No
Add-Ons).
2. Click "Tools" from the toolbar and then select "Internet Options".
3. Click the "Programs" tab, then the "Manage Add-ons" Button.
4. This will display a list of add-ons. The problem add-on(s) is
probably one of the ones with “(Not Verified)” in the publisher field.
If you click on the entry, you can set the add-on to enable or disable.
Disable each “(Not Verified)” entry until you find the add-on that was
causing the problem.

open the task manager by pressing CTRL,ALT and DELETE at the same time and selecting task manager, click the applications tab and select IE8, then click on end process. This will stop the need to reboot.
I have had the exact same problem and now use firefox instead, faster and simpler to use. Plus there are so many addons that you can use for downloading and speeding things up.

If you are using IE 7/8 you can try to run the program without loading any add-ons to see if one of them is causing the problems. To do this, click Start -> All Programs -> Accessories -> System Tools and then click Internet Explorer (No Add-ons).
(You can also load IE without add-ons by clicking START --> RUN and then typing iexplore.exe -extoff)
If those don't work try to re-register IEPROXY.DLL by clicking START --> RUN and typing regsvr32 IEPROXY.DLL and then clicking OK.
When IE dissapears does IExlorer.exe show in the task manager's list of running processes?
Have any toolbars or new sofware been added recently? If so and you are using Win XP you may want to try a system restore to a previous point before the changes were made or uninstall the toolbars completely. Also disabled all Pop-Up blockers to see if that has any effect.clean up ur registry using reginout
Let's start with Internet Options. If you have Windows XP
Click Start/Control Panel/Internet Options. If you have Windows Vista or
Windows 7 click Start/Control Panel/Network and Internet/Internet Options.
When the Internet Options window opens on the General Tab make sure you have a
valid web address as the Home Page. If not, create a simple Home Page by
typing: http://www.google.com You don't have to click OK now because if you do
the Internet Options window will close.
Click the Security Tab and under where it says "select a zone to view or
change settings" Click on the one that says Internet, then scroll down to
near the bottom right and make sure that DEFAULT is grayed out (whereas you
cannot click on it). You can Click on Default just to be sure. Next click the
Intranet so that it is highlighted and make sure DEFAULT is grayed out so that
you cannot click on it. Do the same thing for the other two zones (Trusted
Sites and Restricted Sites). After all zones under the Security Tab are set to
Default click the next Tab which is the Privacy tab.
On the Privacy Tab you want to make sure that DEFAULT is grayed out, if not
click on it. When in doubt just click the Default tab.
Next skip over the Content tab and proceed to click the Connections Tab. On the
Connections Tab make sure that the Never Dial A Connection is checked if you
have something in the white box above it in for Dialup and Virtual Private
Networks settings. Look down on the right near the bottom and Click the LAN
SETTINGS button. When Lan Settings open up the only box that should be checked
is the very first box that says: Automatically Detect Settings. If any other
box is checked remove the check from it or you will never be able to connect.
Click OK to close the LAN SETTINGS tab.
Next skip over the Programs tab and click the Advanced tab. When it opens slide
the blue bar on the right all the way down until you get to the bottom of the
window. You want to be able to make sure that if you see something like (Use
SSL 2.0, Use SSL 3.0, Use TSL 1.0) that you put a check in the box to the left
of each one of them. Afterwards you can click OK to close the Internet Options
Window.
Next lets go boot your computer in Safe Mode.
Go to www.google.com and in the search box type:"Download cnet
Malwarebytes" (without the quotes). Download and install malwarebytes from
the sites download.cnet/malwarebytes. When thesite opens up click on the Green
Download button on the left. Do not click the Red Download button, that's junk.
When it finishes installing the Gui Interface will open up with an offer to
Accept a Trial Version or Decline. CLICK DECLINE you want the totally free
version. Run a QUICK SCAN. As it scans, if it finds infections the number will
be in red. When it finishes scanning, click SHOW RESULTS. A notepad text document
will open up showing you the results. You can close the text document and go
back to the Gui Interface where you will click REMOVE SELECTED RESULTS. The
objects will already be selected for you. When it finishes removing the objects
click ok and it will sometimes reboot your machine.
Maybe you are having issues with your Network Connection.
For Windows XP below:
Click Start/Control Panel/Network Connections then Right Click on the Wireless
Network Connection and select Properties. When the Properties window open
click the Wireless Networks tab. Click on the SSID for your wireless
network that you connect to and the Properties window will open. You can
change the Authentication Type to match the type set in your wireless router
and you can also change your password or Network Key to make sure you have it
in correctly.
For Windows Vista below:
Click Start/Control Panel/Network and Sharing Center then look to the left of
the open window and click Manage Wireless Networks. Find the SSID of the
network that you connect to and double click it. When the window opens
click the Security tab to change the Security Type (which is the
Authentication), The Encryption Type and the Network Security Key (which is the
password).
