My front left wheel is not turning. Upon closer inspection, I found that the gear shaft is engaging the front right wheel in the grooves of the wheel but does not engage the grooves of the front left wheel. In other words, if you were to remove only the front left wheel and spin the gear, the front right wheel starts and stops like it's supposed to. However, if you reverse the process (front right wheel on, front left wheel off) and spin the gear, the front left wheel does not turn because the gear shaft is not engaging the inside grooves of the front left wheel. Would simply changing the wheel solve the problem? What about the axle? Does that ever wear out?

Make sure that your pool cleaners back up valve is cycling properly. If it is not giving you the proper thrust, the wheels will not turn in unison. Also, if one of your wheels is showing excessive wear and tear, that will cause this problem and the wheel will need to be replaced. Make sure that your RPM is not too high (causing one of the wheels to leave the floor) or too low (so that the wheels do not turn properly).
