I am having a problem with my laptop's display. It was purchased less than a month ago and recently began displaying red "static" and light blue "text shadows." The red static seems to show up only where the screen should be black, the white background is not affected. However, the display problem seems to be intermittent, sometimes the display will seem just fine. I also have a dual monitor, that does not seem to be affected, the secondary monitor has a crisp display regardless of whether or not the laptop has the red static.

This is most likely a backlight inverter problem or a backlight lamp issue. Either are cheap replacements (around $20) but the installment can be difficult.

this sounds like a classic case of inverter problems, it could be just inverter coil thats gone which is an inexpensive repair, if it is the inverter then its a bit more.
try the Fn the F key that shows two tv screen icons, it may just have switched to external mode by accident

First, try reseating the memory modules in the laptop.
If still nothing, try removing the hard drive, CD/DVD Drive, and memory one at a time (in that order) see if anything makes it boot.
Replace the parts and try booting again.
The error flashing means a processor failure. If you are knowledgeable you can try re-seating the processor.
However, if your unit is in warranty I would call Dell and have them replace the main board and the memory modules as a set. Warning: They will make you go thru these same tests even if you already have.

I have the same problem - I have hints of red outlines in shadows of the desktop background. And wherever the screen should be white I have light blue/green pinstripes
