Your owners manual should have this info. Sometimes the fuse box cover will tell you which fuse and relay does what.
If you don't have an owners manual, you can look at one for free, online. www.fleet.ford.com has free owners manuals.
Also, www.fordparts.com also has free owners manual, at the latter site you click on pro center, then technical resources, then free resources, the owner manual is there. Of course it will ask year--make--model?
Nothing much for free these days so here is a website where a service manual maybe found for free. These are much better in detail than a owners manual for repairs can be found as well to perform dianogtics
"Free" will be a problem. The best place to find a "free Owner's Manual" is to copy one from another Passat owner. You can purchase copies of the owner's manual from a variety of on-line sources, and even on eBay. Chances are that you are not the original owner, otherwise VW of America may be able to help. Unlike General Motors, VW does not offer downloadable copies of their Owner's Manuals from the VW Owners website.
