From the description the magnetron has shorted, "the most expensive part in the microwave oven" cheaper to replace and buy a new one.

Most likely the power capacitor is shorted.If you know someone that is just alittle familiar with electronics, they will know what to look for.The part will look like a somewhat long large silver 9v battery with two metal leads.Normally toward the back of the microwave and below the cooling fan.With a volt-ohm meter this capacitor can be checked.on the meter if you get a reading ,its bad, if you get no reading(open), its most likely good.Ninety percent of the time it will be bad.If it is, just replace with the same value and your ready to go.

In most cases, this is a problem with the inverter or a bad magnetron.

Due to the lethal voltages used and produced, I do not recommend that an inexperienced person work on these.

Our technician suggest that there may be a problem with the Inverter Board in this model, which is something that would need to be looked at by a Service Center.

In rare cases it could be the door switches.

The problem I had experienced with the Door not opening easily will be resolved by removing the micowave oven top cover with a tamper proof torx head, replacing the door switch and reinstalling the top cover.

if your unit is attached to the kitchen your need to use the screwdrive for to loose and remove the microwave.
2)proceed and open the carcase and see the screw inside of the board
3) caution can be there to due the magnetron (valve electronic), and proceed to unscrew with screwdriver and take out the board.

Did you recently have trouble with the cooktop lights?

Sometimes when the cooktop lights blow or are inserted or removed while the oven is still plugged in, the filaments can short, causing a surge that damages the controller.

In all likelihood the mangnetron is failed or failing, or perhaps even the Power Supply is faulty. You need to have it serviced by a reputable service centre/man.
Ensure you get a firm "Quote" before proceeding, and remember these days the cost of repair can equal or exceed the price of a new one

NN-D851; Electronics seems to work OK, however microwave functionality is not working.

There is a fuse located on the electronic board inside the microwave that could be the issue.

If the fuse is not the problem, then you will need a serviceman as they can be quite complex.

You need to take the cover off it to be certain.

NOTE: If it is stainless steel, be very careful as it is extremely sharp!

We had a bad power surge during a storm last week which fried my Panasonic NN-T990saf. My question is it worth trying to get it repaired or should I just buy a new micro wave?

Although lightning damage is normally fatal to anything with electronics inside, you might remove the back panel and look for fuse holders. If you find one (minimum) or two (likely), replace them (if you have a cheap multimeter you can check for continuity) and see  if it will turn on. You may have to do a little telephone work to locate the high current fuse which is probably 30 amps.  
If you live in an area of frequent lightning strikes, investing in a 'whole house' surge arrester makes sense. These are installed in the main breaker box and any brand I've seen comes with a $10-25,000 insurance policy to replace any dead appliances that fail despite the surge protector. They cost $150-250 US plus installation which you can save if you are afraid to DIY.

try unpluggin it for a few minutes then pluggin it back in, but it sounds like it has been hit by a power surge.

The first thing to try is a "hard reset". Unplug it from the power line for a few minutes, plug it back in, set the clock, then try again.
