To be short, the only thing in the machine that really has the capability of causing that is the compressor. Its got a floating short in and when it makes contact it trips the outlet/breaker. Check for any exposed wires just to be sure but I'm pretty certain that the compressor is the culprit and either it or the machine needs to be replaced or a proffesional sercvice tech called.

Surge associated with power outage can make disasters in refrigerators. You need a power protector for refrigerators.
Now, what already is damaged, should be repaired by an authorized techician.
For protector, you can do a search; typical return is this one

Electronic Surge Protector for Refrigerators up to 27 Cuft and Freezers

Refrigarator not working after power outage

When power goes on and off suddenly, it can cause the compressor to overload and "trip out" This is supposed to protect the compressor from being electrically damaged. In most cases, after 10 or 15 minutes, the compressor will reset. It is usually safer to switch off the fridge or unplug it for 10 to 15 minutes to ensure a full reset. If it doesn't start, the power surge may have damaged the compressor relay. or overload device on the side of the compressor. I would doubt that it damaged the compressor itself. Be aware of the relay and overload device, unfortunately, there are Techs who will quote for a compressor job when all it needs is a relay or overload.

Sub-zero 430 stopped cooling.

The most likely failure (after a power outage) is your start capacitor or start relay. I would check them closely.

Freezer turns off after 5 minutes then turns back on, then back off, then back on...

. Cut everything off for a few minutes then turn it back on and listen for a click from the compressor relay as the compressor tries to start.
Is the compressor motor running. If no check starter/overload relay. Place a probe on each terminal. The multitester should display a reading of zero ohms. If the overload protector does not pass this test, it should be replaced.

Does not cool and compressor relay keeps intermittently buzzing every 1 to 2 minutes. Condenser coils are cleaned and when you check across the overload protector pins there is no continuity.

When there's not continuity across the overload is because the compresor overheated , it could be the relay or the compressor that is burned out or stuck .I would let the compresor coold down for a few hours (unplugging the unit) and replace the relay (no more than $20) and if still having problems the compressor needs to be replaced.

Rotate the dial on the defrost thermostat, a big click is when it goes into defrost, a little more and it should turn the compressor back on. By overload protector, do you mean the one under the compressor cover?

Fridge stops working when power goes out.

Good possibility that the electrical contacts have failed (burned/welded) in either the defrost timer (part# 68233-3) or the Cold Control (part# 61002085. An intermittent failure is extremely difficult to track down. Both of the parts I listed total about $80. You can purchase them and install them for less $$ than having a professional do it for you. We would obviously charge more because we would absorb the cost of warranty, labor, drive time, etc... If you choose to replace these components, UNPLUG THE FRIDGE BEFORE HAND!
